The solution supported cross-functional workflows for procurement approvals, classification and personnel action review, contract and agreement budget checks, and routine reconciliation tasks performed by budget staff and finance approvers across program and grant portfolios. Governance and process changes were centered on confidential internal reporting to Division Directors, finance approver responsibilities for MFMP requests, and delegated approval authorities for CARs and PARs, with Budget Specialists exercising independent judgment in budget preparation, variance analysis, and adjustment submission. The implementation emphasized role-based controls, routine monthly financial review cycles, and structured procedures for entering and approving reallocations, recodes, and budget modifications within the ERP Financial system.
