In 2015, Pinellas County Housing Authority implemented MRI Affordable Housing, a Real Estate Property Management application. The deployment centralized core affordable housing operations for the independent agency, with primary operational scope covering purchasing, facilities management, vendor management, contract Statement of Work creation, and Board reporting overseen by the Purchasing Lead.
Configuration emphasized modules common to MRI Affordable Housing, including tenant and lease administration, compliance and subsidy management, maintenance and work order tracking, and financial reporting for unit level rent rolls. The implementation also formalized SOW and contract management workflows and deployed configurable reporting templates used to generate purchase orders and service reports for Board packages.
Operational integrations included use of Microsoft Excel for ad hoc reporting and analysis and Outlook for approval and Board communication workflows, reflecting documented skills and tools in the Purchasing Lead role. The system supported vendor performance tracking and procurement analytics that fed RFP and RFQ processes for construction, maintenance, pest control, security, and lawn and landscape services.
Governance and process changes were embedded through weekly Board review cycles, standardized SOW procedures, and audit package preparation, which decreased contract processing time from thirty days to ten days and produced a recorded cost reduction of $56,000 between January and May. The MRI Affordable Housing deployment centralized contract lifecycle controls and vendor reporting, institutionalizing procurement governance and audit ready reporting across the agency.
