In 2004 Portland Community College implemented Oracle NetSuite ERP as an ERP Financial solution to centralize institutional finance operations and standardize accounting processes. The deployment targeted the college finance organization, aligning core business functions including accounting, procurement, budgeting, and financial reporting under a single financial system.
Configuration emphasized standard ERP Financial modules, notably general ledger, accounts payable, accounts receivable, fixed asset management, budgeting and consolidated financial reporting, with role based access controls and approval workflows to enforce fiscal governance. The implementation leveraged Oracle NetSuite ERP cloud architecture to enable multi entity financial consolidation and automated period close orchestration appropriate for a higher education finance environment.
Operational rollout focused on chart of accounts harmonization, automated journal processing, procurement control points, and formalized month end close procedures to align campus accounting practices with centralized policy. The program established centralized financial reporting and audit ready controls across the college finance and procurement teams, embedding standardized workflows and institutional governance into day to day financial operations.

In 2004, Portland Community College implemented Ellucian Banner ERP as its core Education ERP, migrating from Oracle NetSuite ERP. The deployment focused on Banner finance and student accounting capabilities to support the college’s large student population and institutional finance operations.
The engagement combined functional and technical work under direction of the Manager of Banner Enterprise Applications, with tasks that included writing specifications, developing custom processes, and coordinating end user testing. Key modules and capabilities implemented included Accounts Receivable billing processes, online billing statement delivery through Self Service Banner, and General Ledger posting workflows.
Technical configuration centered on migrating a customized TSRCBIL Banner A R process to the customized TSRRBIL and TSRSBIL billing processes, using developed specifications to build and extend those processes.
