In 2023 the Provincial Electricity Authority implemented Oracle Utilities Meter Data Management as a central component of its Utilities ERP initiatives to consolidate meter-level data and improve billing and operational visibility. The deployment, combined with Oracle Utilities Load Analysis, targeted an initial AMI first wave and migrated 155,100 meters in the first half of 2023 to provide a single platform for daily consumption visibility across PEA service territory.
The implementation uses Oracle Utilities Meter Data Management and Oracle Utilities Load Analysis to provide core meter data management functions including data collection, validation, aggregation, load profiling and load analytics for forecasting and billing integration. Configuration emphasized a centralized data model and standardization of meter event management and exception handling to support improved billing performance and operational workflows.
Architecturally the project built a fully integrated Advanced Meter Infrastructure that consolidates meters from numerous meter brands and multiple prior MDM environments onto a unified Oracle Utilities Meter Data Management platform. Integrations in scope included direct AMI ingest and analytics through Oracle Utilities Load Analysis, and interfaces to billing and operational systems to reduce prior billing integration complexity. Oracle Energy and Water and STS Consortium comprising SAMART Telcoms PCL and SAMART Communication Services supported the implementation and operational handover.
Operational rollout focused on utility business functions including billing operations, network operations, asset management and energy forecasting across PEA coverage in 74 provinces serving 23 million residential customers and 300,000 commercial and industrial customers. Governance changes centered on centralized meter data stewardship, standardized ingestion and reconciliation processes, and phased AMI wave releases to control operational risk during migration. The first wave migration established a repeatable process for subsequent meter onboardings.
Explicit outcomes stated by PEA include improved operational efficiency, improved billing performance and reduced operational costs through consolidation of meter data and enhanced visibility to anticipate demand peaks and troughs and to support better asset management and energy control. The deployment is positioned as foundational within PEA's Utilities ERP stack to enable further analytics driven operations and billing stability.
