The project was led by benefits consultant Bjork Group, which managed configuration of eligibility rules, employee-facing enrollment pages, and administrator dashboards. Operational integration included payroll feeds to operationalize deductions and reconciliation with payroll systems, and the platform was rolled out across Response Team 1 Holdings multi-state operations to replace paper processes with a paperless open enrollment workflow. Governance shifted to a centralized HR owner model, with Bjork Group supporting initial rollout and training while HR maintained ongoing enrollment governance. As an explicit outcome of the engagement, ancillary participation rose from about 50% to 70% and HR gained a single system of record for enrollments and payroll feeds using Maxwell Health. The deployment consolidated benefits administration processes and reduced reliance on manual enrollment methods through the Maxwell Health Benefits Administration platform.
