Governance and rollout were driven by internal functional HR and payroll specialists who participated in complex problem solving, testing, integration and HR solutions design. Stakeholder engagement included delivery of the Critical Skills Initiative enabling a workforce planning platform supported by SuccessFactors and SAP, and advising on core HR functional requirements to enable a transition to an enterprise HCM model. The initiative delivered enterprise HR dashboards, talent management scorecards for executives, and an analytics capability to support payroll and KPI reporting, allowing Roads and Maritime Services to operate SAP SuccessFactors Employee Central as the agency Core HR system.

Testing and UAT phases were used to coordinate cutover readiness between the eCommerce payment layer, middleware components, and SAP functional modules, without presuming specific operational outcomes.
