SAP Legacy SAP SuccessFactors Employee Central Core HR HCM n/a 2016 2017
In 2016, Rostelecom implemented SAP SuccessFactors Employee Central, adopting Core HR to centralize employee master records and HR transactions for its approximately 170000 employees in Russia. The deployment positioned SAP SuccessFactors Employee Central as the primary Core HR system for workforce data and employee lifecycle management across the communications provider. The implementation focused on standard Core HR capabilities typical for the category, including centralized employee profiles, organizational and position management, and core workforce administration workflows. Configuration work emphasized data model harmonization, role based access, and workflow orchestration for hires, transfers, and terminations to support consistent HR processing across business units. Architecturally the program established an HRIS hub based on SAP SuccessFactors Employee Central to serve as the canonical source of truth for employee information, enabling downstream consumer services and HR reporting. The deployment built API ready master records and standardized HR event records, creating a foundation to connect payroll, identity directories, and downstream talent systems where required. Governance changes accompanied the technical rollout, with strengthened data stewardship, centralized HR process ownership, and controlled provisioning for user access and authorizations. The move to SAP SuccessFactors Employee Central enabled Rostelecom to expand its digital workforce capabilities and to centralize Core HR operations within a cloud HR platform.

NEC Corporation Legacy NetCracker Technology Digital Business Enablement OSS/BSS ERP Services and Operations n/a 2017 2017
In 2017, Rostelecom executed a transport SDN proof of concept that included deployment of NetCracker Technology Digital Business Enablement under the OSS/BSS category to exercise multidomain transport orchestration. The engagement positioned NetCracker Technology Digital Business Enablement as the umbrella transport SDN control layer, enabling hierarchical control across domain controllers and centralizing visibility for transport operations. The implementation configured NEC Corporation and NetCracker software as a multidomain transport SDN controller that managed multiple underlying domain SDN controllers, supporting end-to-end control, automated provisioning, and service orchestration. Functional capabilities emphasized in the PoC included domain aggregation, centralized topology visibility, and automated operations workflows to coordinate service activation and fault management across optical layers. The PoC integrated optical networking equipment from Huawei, NEC and Netcracker and Nokia, with each vendor domain controlled by its respective domain SDN controller and governed by the NEC/NetCracker umbrella controller. Operational coverage spanned three separate optical multivendor domains, aligning transport engineering and network operations teams around a single OSS/BSS-driven control plane implemented via NetCracker Technology Digital Business Enablement. Governance adjustments focused on a hierarchical transport systems model to enable end-to-end policy enforcement and multivendor orchestration, reducing vendor lock-in risk and creating a foundation for multivendor infrastructure. Rostelecom reported the PoC demonstrated the ability to reduce costs and improve network automation while proving transport SDN compatibility across the included optical equipment vendors.
