The implementation began in June 2017, with an initial finance go-live in December 2017 and HR and Payroll live in July 2018. The deployment centralized transactional financial processing, procurement lifecycles and employee expense workflows onto Oracle Cloud ERP, and extended cloud HCM to bring payroll and absence management into the same platform. The migration removed a multi-instance on-premises footprint, creating a single Oracle Cloud Applications backbone intended to improve reporting, operational visibility and cross-functional process orchestration across finance, procurement and HR. Governance and operational change focused on consolidating business processes onto a single cloud system, standardizing reporting and automating HR procedures for greater transparency in absence management. Scottish Legal Aid Board positioned the Oracle Cloud ERP and Oracle Cloud HCM rollout as a public sector pioneer, becoming the first Scottish Government organization to transition to Oracle Cloud and the first UK public sector adopter of Oracle Cloud Payroll, while citing digitisation and a reduced IT footprint as strategic drivers.

Integration focus was on consolidating finance and procurement processes with HR and payroll streams to remove fragmentation across departments and to enable consolidated reporting and insight. Governance and rollout were staged, starting in June 2017 with an initial finance launch in December 2017 and HR and Payroll going live in July 2018, with Inoapps acting as the implementation partner. Reported outcomes included more empowered and engaged users, streamlined procurement processes, improved reporting and decision-making, and SLAB becoming the first Scottish Government organization to transition to Oracle Cloud and the first UK public sector organization to adopt Oracle Cloud for Payroll.
