In 2017, Scottish Legal Aid Board implemented Oracle Cloud ERP as part of a cloud-first consolidation of its finance, procurement and HR systems. The Oracle Cloud ERP deployment, aligned to the ERP Financial category, was chosen to replace on-premises Oracle E-Business Suite finance and procurement environments and to consolidate a separate shared-service Oracle E-Business Suite instance that provided HR and payroll for a partner public body.
Inoapps delivered core finance, i-expenses and procurement capabilities within Oracle Cloud ERP, including sourcing and invoice scanning. The program was executed as a SaaS implementation of Oracle Cloud Applications, with Oracle Cloud HCM and Payroll planned and subsequently activated to complete the integrated suite. The implementation began in June 2017, with an initial finance go-live in December 2017 and HR and Payroll live in July 2018.
The deployment centralized transactional financial processing, procurement lifecycles and employee expense workflows onto Oracle Cloud ERP, and extended cloud HCM to bring payroll and absence management into the same platform. The migration removed a multi-instance on-premises footprint, creating a single Oracle Cloud Applications backbone intended to improve reporting, operational visibility and cross-functional process orchestration across finance, procurement and HR.
Governance and operational change focused on consolidating business processes onto a single cloud system, standardizing reporting and automating HR procedures for greater transparency in absence management. Scottish Legal Aid Board positioned the Oracle Cloud ERP and Oracle Cloud HCM rollout as a public sector pioneer, becoming the first Scottish Government organization to transition to Oracle Cloud and the first UK public sector adopter of Oracle Cloud Payroll, while citing digitisation and a reduced IT footprint as strategic drivers.

Oracle Cloud HCM configuration emphasized automated HR procedures and transparency around absence management, aligning Core HR workflows with modern cloud HRIS functionality and enhanced reporting capabilities.
The implementation centralized business processes onto a single Oracle Cloud Applications platform to provide greater organizational visibility and to unify finance, procurement and HR process flows. Integration focus was on consolidating finance and procurement processes with HR and payroll streams to remove fragmentation across departments and to enable consolidated reporting and insight.
Governance and rollout were staged, starting in June 2017 with an initial finance launch in December 2017 and HR and Payroll going live in July 2018, with Inoapps acting as the implementation partner. Reported outcomes included more empowered and engaged users, streamlined procurement processes, improved reporting and decision-making, and SLAB becoming the first Scottish Government organization to transition to Oracle Cloud and the first UK public sector organization to adopt Oracle Cloud for Payroll.

Governance evolved to embed Power BI outputs into executive review cadences and to shift MI ownership toward a mix of centralized published reports and devolved self service. The organisation reported efficiencies from re developing analytics using Microsoft Power BI and Power Pivot, and earlier business and process improvements included a reduction in average payment of accounts from 23 days to 7 days.
