In 2021, Scottish Water implemented Oracle Cloud ERP to consolidate finance and project functions under an ERP Financial platform. The program was aligned to the utility’s Business 4.0 Digital Transformation goals to shrink the digital estate, shorten financial close cycles, and enable end-to-end information flow across finance and operations.
The deployment included Oracle Cloud ERP together with Oracle Cloud EPM, configured to support faster financial close, project tracking, performance management, billing cycle automation, mobile financial approvals, and asset intelligence workflows. Configuration emphasized embedded best practices and a zero customization policy to simplify update cadence and reduce operational overhead, reflecting the organization mantra to "adopt and adapt" with Oracle Cloud continuous updates.
Architecturally the initiative consolidated multiple operational requirements onto a single cloud platform, reducing the size of the on-premises footprint and eliminating hundreds of customizations and dozens of integrations that had created bottlenecks. Oracle Consulting Group acted as the implementation partner, enabling incremental cloud adoption, process reengineering, and the unification of finance and performance management capabilities into a cloud-native SaaS delivery model.
Governance and rollout focused on process transformation, agile change adoption, and tighter control of security and access, with emphasis on integrated approvals and transparency into record changes. Reported outcomes include 40% faster book closings, 21% higher customer satisfaction, 12% more accurate project tracking, and a 22% reduction in IT ownership costs, while manual workarounds were largely removed and the organization achieved simplified maintenance of updates and controls.

In 2020, Scottish Water deployed Oracle Cloud HCM to centralize employee records and Core HR services across the organization. Oracle Cloud HCM was positioned as the authoritative Core HR application to support organizational structure, legal entity provisioning, and HR lifecycle management within the wider Oracle Cloud estate.
The implementation included provisioning new legal entities directly into Scottish Water’s Cloud ERP and HCM Production system to accommodate acquisitions, a capability that was executed as part of project delivery and cutover activities. A repeatable upgrade test strategy was introduced to validate whether critical interfaces were affected by Oracle quarterly upgrades, providing structured regression and integration testing for the HCM and ERP interfaces.
Operationally the HCM deployment sat alongside Oracle Fusion Cloud ERP modules including General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets, and Projects, and was managed in the context of the broader Oracle Customer Care and Billing landscape. A Centre of Excellence was mobilized to triage and resolve production issues across Oracle Cloud ERP and CC&B modules, with delivery management overseeing prioritization, fixes, and executive status reporting.
Capgemini participated in delivery and governance activities, providing delivery management, project leadership for entity deployments, and QA oversight of a later application review. That review targeted removal of customizations in Oracle CC&B and directly led to Scottish Water electing to adopt Oracle Utilities Customer Cloud Service as a replacement for CC&B, with the same delivery team performing QA and oversight of the transition.
