In 2009, Seqwater implemented TechnologyOne ERP. The implementation is categorized as ERP Financial and established TechnologyOne ERP as the organisation's core enterprise financial system.
In 2017 Seqwater engaged Ernst & Young to develop an ERP strategy, which was finalised in December 2017, to review options addressing limitations in the existing instance of TechnologyOne. The ERP Strategy defined an ERP vision to support Seqwater's transformation, contributing to increased operational effectiveness, business process efficiency and improved organisational performance by providing an integrated and automated ERP solution that is easy to use.
The ERP Strategy was positioned to be delivered through the ICT Enterprise Resource Planning Portfolio and to support delivery of current and future strategic outcomes. Seqwater produced a Business Case to seek approval to commence Phase 1, which included development of detailed requirements, documentation of current state processes, completion of an ERP tender process and development of the Phase 2 implementation business case, with timing driven by the TechnologyOne services contract expiry in 2019.
During strategy development Seqwater determined that maintaining the existing platform was not an option and that additional funding would be required to move to an alternative platform. Cost estimating used two scenarios, a low case of $31.282 million and a high case of $35.782 million, and Seqwater planned an EOI followed by an RFP to gather market input, inform solution selection, determine comparable costs and support contract development. KPMG contributed to the business case review and Ernst & Young provided implementation benchmarking input as part of the procurement and planning activities.

In 2011 Seqwater implemented Oracle OBIEE as part of its Analytics and BI strategy, centralizing enterprise reporting and dashboarding across utility operations. Oracle OBIEE was deployed as the organization’s Business Intelligence Suite and formed a core component of a broader consolidation program that encompassed more than 150 enterprise applications under a single administration and migration remit.
The Oracle OBIEE implementation was built on OBIEE 11g and instrumented for standard BI workflows, including semantic model development, centralized reporting, interactive dashboards, and scheduled delivery. The deployment used Oracle WebLogic 11g as the application server layer, Oracle 11g Database for analytic storage, and Oracle Enterprise Linux on virtualized hosts provisioned through Oracle VM Server and Oracle VM Manager, providing a consistent stack for OBIEE 11g administration and performance management.
OBIEE was integrated into a larger Oracle platform footprint, leveraging ODI 11g for data integration and ETL, OEM 12C for systems monitoring, and OIM OAM components for identity and access management. The implementation also interoperated with content and line-of-business systems administered by the IT team, including ECM 11g, SharePoint 2010 and 2013, Esri ArcGIS Server for geospatial reporting, MapInfo, Darzin, Consultation Manager CRM, and HP Trim document management, enabling cross-system reporting for business functions such as customer engagement, asset mapping, document governance and project management.
Governance and operational controls were embedded into the rollout, aligning OBIEE administration and reporting change control with ITIL best practices and newly designed SDLC processes for the application development team. The implementation emphasized centralized administration, ongoing management and role based access control, while the IT team provided technical bridging across multiple projects and vendor coordination to ensure consistent BI operations and consolidated application lifecycle management.
