In 2015, Snohomish County implemented Cayenta ERP as its central ERP Financial application to support Fleet Services purchasing, inventory chargebacks, and accounts payable workflows. The deployment targeted the Fleet Services Division, which manages county vehicles, equipment, parts inventories, fuel operations, and interagency maintenance services, and positioned Cayenta ERP to handle county financial transactions related to those operations.
Cayenta ERP was configured to handle core financial capabilities typical of ERP Financial systems, including invoice preparation and processing, credit management for returned parts, and financial postings for parts issued to internal accounts. Fleet staff continue to maintain inventory records in the Fleet Asset Materials Management System FMS, while Cayenta ERP is used to record invoices, process credits, and post financial transactions, creating a clear separation of inventory and financial control functions.
Operational integration focuses on transactional handoffs between FMS and Cayenta ERP, with parts and work order charges entered in FMS and corresponding invoices and credits processed in Cayenta ERP. The implemented workflow preserves audit trails for receiving, issuing, and crediting parts, and supports County purchasing rules by routing approvals and procurement documentation into the financial system for payment processing.
Governance and process controls were emphasized in the rollout, aligning system entries with county procurement steps, approval requirements, and documentation practices for audit purposes. The implementation centered on Fleet Services operational areas such as warehouse receipt and issue procedures, fuel station and sign shop activities, and chargebacks to FMS work orders, while Cayenta ERP served as the authoritative financial ledger for those activities.

In 2017 Snohomish County deployed the AMANDA Case Management Platform as a Case Management solution to centralize code enforcement and complaint intake across county operations. The decision responded to logistical constraints caused by mountainous terrain and unreliable remote wireless devices which had previously impeded field reporting and anonymous complaint handling.
The AMANDA Case Management Platform consolidated project related records, complaint intake, case tracking and records management into a single system, making all information connected to a particular project available and accessible to staff from any location. The implementation included online anonymous complaint intake using AMANDA and encryption of stored information, enabling secure handling of sensitive complaints while preserving anonymity for reporters.
Operational coverage focused on the county code enforcement department, clerical teams and supervising managers, with field officers able to retrieve and update case information from remote sites despite prior connectivity challenges. Access controls were configured so that encrypted case data is restricted to code enforcement officers, supervisors and managers, aligning data access with operational roles.
Governance and process changes included enforcing encrypted data storage and role based access controls, and shifting clerks away from high volume data entry toward other duties as AMANDA reduced administrative typing. These changes reduced manual administrative work and redistributed clerical capacity within the county code enforcement workflow.

Snohomish County deployed Microsoft Skype for Business Server as its Collaboration platform to provide an integrated telephone solution running over the county computer network and to centralize voice, messaging, and video conferencing capabilities.
The implementation emphasized core unified communications capabilities common to Collaboration solutions, including enterprise telephony over the IP network, presence and instant messaging, and multi-party audio and video conferencing. Configuration work focused on delivering a countywide telephone solution that supports employee mobility and flexibility in line with broader mobile enablement priorities for smartphones and tablets.
The Skype for Business rollout was coordinated alongside DoITs Q1 2017 OneDrive for Business implementation and the Office 365 G cloud effort, placing the Collaboration deployment in a broader cloud and mobility context. Operational coverage was described as an enterprise rollout under DoIT control, and the deployment relied on the county computer network and the existing wireless estate, which DoIT continues to assess across business locations.
Governance and operational change were led by DoIT, aligning the Skype for Business Server deployment with mobile device standards and forthcoming use and security policies to be approved by the Business Advisory Committee. The county positioned Microsoft Skype for Business Server as a unified communications foundation and a long-term investment in voice, messaging, and video conferencing to support departmental communications and resident-facing service initiatives such as planned eGovernment and enterprise CRM work.
