In 2020 South Ayrshire Council implemented Oracle Cloud ERP as part of a broader Oracle Fusion Cloud deployment classified under ERP Financial. The program migrated the council from Oracle E-Business Suite to Oracle Fusion Cloud ERP and introduced complementary Oracle Fusion Cloud HCM, Oracle Fusion Cloud SCM and Oracle Fusion Cloud EPM to establish a unified cloud ERP and planning platform for the authority.
The Oracle Cloud ERP implementation delivered core finance and procurement functionality, integrated project financials and embedded planning and budgeting capabilities through Oracle Enterprise Performance Management. The council also implemented Oracle Fusion Cloud HCM and payroll, and Mastek developed an automated payroll system for teachers to standardize payroll processing and reduce administrative errors. Configuration work emphasized consolidation of transactional financial workflows and standardized HR and payroll procedures.
Operationally the suite was provisioned to support the council workforce of 6,500 and to underpin both back office financial operations and citizen facing service funding models. The deployment consolidated ERP Financial and HCM workloads into Oracle Cloud, shifting on premise E-Business Suite workloads onto a Fusion Cloud architecture to provide a single platform for finance, procurement, project accounting and workforce payroll.
Program governance used a collaborative delivery model with Mastek as service integration partner, Socitm Advisory as business change partner, Oracle as technology partner and an internal South Ayrshire Council taskforce. That governance structure enabled timely issue and risk escalation during the project life cycle and structured the transition from implementation to business as usual.
Post go live the council reported a consolidated Oracle Cloud ERP environment across finance, procurement, planning and HR functions, plus a standardized automated payroll process for teachers that reduced administrative burden and mitigated potential payroll errors. Oracle Cloud ERP remains the central ERP Financial system for the council moving forward.

Mastek developed an automated payroll system for teachers, introducing standardized payroll processes intended to reduce administrative burden and mitigate potential errors, while Oracle Cloud HCM provided the foundational HR and payroll functional modules.
Integrations emphasized data flow across finance, procurement, project financials, planning and budgeting, HR, and payroll to create a unified enterprise platform. The deployment supported South Ayrshire Council operations across its Ayr-based headquarters and its workforce of approximately 6,500 staff, enabling thousands of internal users and citizen-facing workflows to operate from the consolidated Fusion Cloud environment.
Governance and rollout followed a multi-party delivery model, with Mastek acting as Service Integration Partner, Socitm Advisory as Business Change Partner, Oracle as Technology Partner, and a Council taskforce managing business decisioning. In 2015, South Ayrshire Council implemented Oracle OBIEE to consolidate reporting and deliver centralized analytics. The Oracle OBIEE deployment was scoped to Analytics and BI functions across the council and targeted enterprise reporting and self-service discovery workflows.
The implementation included Oracle OBIEE alongside Discoverer, with production support for a 12c OBIEE environment. Middleware administration responsibilities were established for WebLogic clusters and SOA clusters, covering application server configuration, cluster management, and runbook-driven support for analytics services.
A core technical component was an Oracle DB upgrade from 11.2 to 12.1 with R12.1 to align database capabilities with OBIEE 12c requirements. The architecture linked Oracle OBIEE to the upgraded Oracle DB and leveraged WebLogic clusters and SOA clusters to provide resilient application and integration layers for analytics processing.
Operational governance centered on production support and middleware administration for OBIEE and Discoverer, with council IT teams maintaining application availability and integration reliability. Configuration and support practices emphasized cluster administration, database compatibility management, and sustained operational ownership for Analytics and BI services.
