In 2016, South Yorkshire Police implemented Oracle E-Business Suite as its ERP Financial solution to centralize core finance and HR business functions. The Oracle E-Business Suite rollout was paired with development of Oracle Business Intelligence Enterprise Edition for both live reporting and a data warehouse to support operational and statutory reporting needs.
The OBIEE implementation delivered Financial Analytics Scorecards, Dashboards, and Reports covering General Ledger, Accounts Payable, Accounts Receivable, Supply Chain, Procurement, Payroll, Budget Manager dashboards, HR reports and dashboards, iExpenses, Treasury and Exchequer. Configuration focused on standard financial reporting streams and role-based dashboards to surface transactional and aggregated views for finance and HR users.
Operational coverage emphasized live operational reporting and a consolidated data warehouse for period close and regulatory cycles, with OBIEE feeding scorecards and statutory reporting workflows. Reporting capabilities were scoped to support finance, procurement, payroll, treasury, and HR teams within South Yorkshire Police, enabling scheduled and ad hoc analytical access across the organisation.
Governance and process alignment centered on establishing repeatable reporting pipelines and dashboard ownership for budget management and statutory compliance, with workflows to manage report publication and access controls. The project narrative describes Oracle E-Business Suite and Oracle Business Intelligence Enterprise Edition working together to provide an ERP Financial backbone and a unified analytics layer for the force.

| Oracle | Legacy | Oracle Cloud HCM | Core HR | HCM | n/a | 2021 | 2022 |
In 2021 South Yorkshire Police began implementation of Oracle Cloud HCM as its Core HR platform, initiating a multi-phase program to centralize duty rostering and time capture. The rollout followed a staggered approach where Duties Desktop brought nonoperational employees onto the system in 2020 and operational colleagues were onboarded in January 2021, positioning Oracle Cloud HCM to serve as the primary HR record.
The implementation configured Oracle Cloud HCM with a linked Duties Desktop workflow, using an interim linkage to allow duties data to flow into Oracle Cloud HCM and enable a consolidated long term reporting solution. Time Management functionality was introduced to support electronic submission of overtime forms and to increase the granularity of actual time worked captured for officers and staff.
Integrations were limited to the duties linkage described, with Duties Desktop operating alongside Oracle Cloud HCM to provide roster and time inputs, and Oracle Cloud HCM serving as the Core HR repository for reporting and workforce analytics. Operational coverage included both nonoperational and operational colleagues across the force, with business functions impacted including reporting, financial expenditure monitoring and workforce wellbeing oversight.
Governance and rollout used a phased schedule to sequence nonoperational then operational deployments, and an interim technical solution to bridge Duties Desktop and Oracle Cloud HCM during transition. The program experienced extended timelines when supporting workforce resources were diverted to Covid requirements, and the broader Oracle Cloud HCM implementation was expected to be completed in 2021/22.

In 2020, South Yorkshire Police implemented Oracle Business Intelligence Cloud Service to deliver Analytics and BI support for suspect case management across the force. The Oracle Business Intelligence Cloud Service deployment centralized suspect visibility through a dedicated suspect management dashboard used by investigators, supervisors, and management.
The suspect management dashboard includes a prioritisation tool to assess outstanding suspects, providing a structured risk guide that helps investigators and supervisors consistently identify risk while allowing professional judgement. The prioritisation capability is delivered through Oracle Business Intelligence Cloud Service reporting and analytics, aligning investigative workflows with risk assessment and case prioritisation practices.
Operationally, management review the risk attached to suspects during weekly meetings, making the dashboard a routine part of case triage. Processes and assurance for local suspect management are discussed within district Quarterly Performance Review meetings and at a force level within the Investigations Governance Group, embedding Oracle Business Intelligence Cloud Service outputs into regular governance and investigative oversight.
