The clerk also collected utility payments and coordinated procurement activities for equipment and office supplies, with payroll records maintained alongside AP and AR transactions to preserve fund-level visibility. Governance emphasized centralized payroll control within the Funds Accounting function, with payroll preparation and fund postings coordinated through existing procurement and purchasing meetings used for acquisitions and approvals. Processes were structured to keep payroll, AP and AR workflows aligned to each of the eight funds, ensuring accounting treatments for payroll expenses remained fund-specific under the parishs operational controls.
