In 2019 the State of Hawaii implemented Oracle PeopleSoft Leave Accruals as its Absence and Leave Management solution, deploying the application as part of the Hawaii Information Portal HIP Time and Leave phase. The deployment was scoped to support the state employer population of roughly 50,100 employees and to centralize leave accrual processing and entitlements across executive, legislative, and agency HR domains. The implementation note identifies a Time and Leave Phase Technical Manager role linked to the HIP program. Oracle PeopleSoft Leave Accruals was configured to deliver core Absence and Leave Management capabilities, including accrual calculation engines, entitlement and balance tracking, absence request and approval workflows, configurable accrual rules by employee class, and audit reporting for compliance. Configuration work emphasized rule-driven accrual schedules and automated balance updates to align with public sector leave policies, while preserving PeopleSoft reporting and reconciliation functional paths. Integration scope was executed through the Hawaii Information Portal Time and Leave Phase, with technical work to connect leave accrual outputs to statewide time capture feeds and to downstream payroll feeder processes. CherryRoad Technologies served as the system integrator and provided technical implementation and program support during the Time and Leave phase, coordinating interfaces and deployment tasks with state IT resources. Governance and operational control were organized under state HR and enterprise IT stakeholders, focusing on policy alignment, approval workflow redesign, and change control for leave administration. Rollout followed the HIP phased Time and Leave schedule, with technical management oversight to coordinate configuration, testing, and cutover activities across agencies.
