In 1989 Synergy implemented CGI Advantage Financial Management as a statewide finance platform. The deployment aimed to centralize finance, budget and procurement functions and the State went live on time and on budget in July 2007, achieving its mission for a centralized finance, budget and procurement system. CGI Advantage Financial Management was configured to deliver core ERP Financial capabilities, with emphasis on centralized general ledger and budgetary control, procurement workflows, and accounts payable and receivable processing. Configuration work focused on standardizing chart of accounts and budget structures to support multi agency fund accounting and statewide fiscal reporting. The implementation was executed with CGI United States as the system integrator, and operational scope now covers 139 agencies including the Departments of Education, Environmental Protection, Human Resources, Labor, Public Safety and Transportation. Integrations were organized around a centralized deployment model to enable shared financial master data and interagency transaction processing across state government. Governance was restructured to support statewide fiscal controls and standardized procurement approval workflows, with agency level change control coordinated through a central finance office. The project outcome as stated was a centralized ERP Financial platform delivered on schedule and on budget that consolidated finance, budget and procurement functions across the participating state agencies.

Workday Absence Management was configured to manage standard absence and leave workflows, including entitlement and accrual rules, multiple absence types, manager approvals, and scheduled leave tracking. The implementation integrated configured absence policies with Time Tracking and Payroll modules to ensure continuity between time collection, leave balances, and pay processing, and it used Workday configuration constructs for eligibility, service time calculations, and calendar-aware accruals. Operational governance centralized HR ownership for absence policy configuration and administrative workflows, while payroll maintained operational controls for pay impacts and interfacing with payroll runs. Change management emphasized role-based approvals and documented configuration governance to maintain compliance with government leave rules and to support coordinated updates across Recruiting, Benefits, Compensation, Time Tracking, and Payroll. Workday Absence Management remains the system of record for Absence and Leave Management within Synergy’s Workday footprint.

In 2015, Synergy started using STARLIMS to centralize water chemistry workflows across its power station laboratories. The STARLIMS implementation focused on Laboratory Management to automate routine test scheduling and to eliminate manual data entry and disconnected spreadsheets used by laboratory technicians. Configuration work included fine tuning of dashboards, screens, visualization and reporting, scheduling tools and role based permissions to support laboratory workflows and personalization for users. STARLIMS automated scheduling of water testing and provided mechanisms for user initiated test run lists to be sent to analytical instruments and for verified test results to be automatically loaded into the central STARLIMS database, enabling anomaly detection and prompting corrective actions. STARLIMS was integrated directly with multiple analytical instrument platforms and with Synergy’s data historian so online field instrumentation data and laboratory chemistry results could be viewed and trended together on the same graphs. This integration enabled calculations, data interrogation during investigations, and historical trend review by chemists and plant engineers, supporting correlation of turbine, boiler and cooling tower performance with water chemistry. Operational coverage extended to the majority of Synergy’s power station laboratories within the first year, and the platform was used by laboratory technicians, station chemists and plant engineers. Governance capabilities were implemented so the system logs who created, changed or deleted data entries, supporting personnel accountability, and workflows were restructured to reduce reliance on paper records and spreadsheets. Explicit outcomes documented by Synergy included an estimated saving of five man hours per technician per week, reduced manual report writing, and streamlined data storage and accessibility through a single repository. STARLIMS provided a Laboratory Management platform that tightened data governance, improved cross functional access to chemistry and online instrumentation data, and supported more informed operational decision making and equipment longevity efforts.
