In 2016, State of Nebraska implemented OnBase Case Management to support HR operational workflows and personnel action processing across state government human resources. The deployment centered on case intake and record retrieval for personnel actions, with OnBase Case Management used as the primary repository to locate requests and capture required information for downstream processing.
OnBase Case Management was configured to manage requests for personnel action and to route completed case records to accounting for review. The implementation supported routine HRIS data management tasks including processing new hires, rehires, transfers, promotions, demotions, changes to location, pay rate type, employee type, time type, and terminations, and ensured leave and time worked entries were recorded alongside personnel actions.
The implementation interoperated with the Payroll and Financial Center, specifically JD Edwards E1, to complete payroll updates, enter and revise labor distribution, print final leave balances, and perform employee lookups. Workday was used in parallel to execute transfers, promotions, pay and employment type adjustments, new hire and termination transactions, while Kronos was used for timecard approvals, including mass approval workflows triggered near payroll deadlines.
Operational governance included mass supervisor notification workflows for approval deadlines and a handoff process to accounting for financial validation of personnel actions. In 2017, staff activity emphasized managing and ensuring HRIS data accuracy and delivering HR customer service, with OnBase Case Management instrumented as the central casework system coordinating HR, payroll, timekeeping, and accounting touchpoints.
