In 2015, The Metropolitan Atlanta Transit Authority (MARTA) implemented Oracle E-Business Suite as its ERP Financial application to support an expanded capital program including 22 miles of light rail, 14 miles of bus rapid transit, and 26 miles of arterial rapid transit with over $800 million in funding. The deployment targeted the capital projects team where manual Excel, SharePoint, and hard copy document routing were creating gaps in project performance visibility and delaying actionable status reporting for resource staffing and budget redistribution decisions.
MARTA had purchased Oracle Primavera P6 EPPM, Unifier, and Analytics in the Cloud as complementary project controls and reporting platforms. Unifier was implemented by Oracle Consulting Services with the Project Integration Framework to transfer Actuals from Oracle E-Business Suite, while P6 was managed by internal staff with limited experience. Beginning in 2019 Project Partners was engaged to develop BI Publisher reports and Analytics dashboards using Unifier data through a WDS contract to Atkins North America, then expanded Unifier business processes to include Project Initiation, Project Budgeting, Contracts business processes, and project delivery processes such as RFIs, Submittals, Daily Reports, and Meeting Minutes.
Integrations centered on Oracle E-Business Suite feeding project actuals into Unifier, initially via PIF and later via a custom replacement solution built by Project Partners to synchronize EBS actuals to Unifier on a daily basis. Analytics dashboards and BI Publisher reporting were built against Unifier data in the cloud to provide consolidated views, and the engagement was extended through the Centralized Project Management Office consulting team with Jacobs-Russell in 2020 to resolve production PIF issues and expand reporting coverage. Operational scope included project controls, budgeting, contracts, IT, project managers, and executive leadership across the capital program.
Governance and process changes focused on centralizing project budgets, actuals, and contracts in Unifier with Analytics as the reporting layer to create a single system of truth. The consolidated deployment resulted in the purchase of 180 additional Unifier and Analytics licenses, and provided managers, project managers, and executive leadership with instant access to critical data and increased visibility to project performance and projected costs.

In 2019 the Metropolitan Atlanta Transit Authority (MARTA) conducted a proof of concept using the IBM Maximo Application Suite, deploying IBM Maximo APM Predictive Maintenance Insights on IBM Cloud to monitor and predict the health of tunnel ventilation assets. The initiative targeted Enterprise Asset Management to surface asset health signals, reduce unplanned degradation, and support safety and operational efficiencies across transit infrastructure.
The technical implementation centered on IBM Maximo APM Predictive Maintenance Insights within the IBM Maximo Application Suite, configured for condition monitoring, time series analytics, anomaly detection, and alerting workflows specific to ventilation equipment. Data ingestion pipelines captured sensor telemetry from tunnel ventilation systems and fed predictive models and visualizations hosted on IBM Cloud, enabling asset health scoring and prioritized work recommendations.
Operationally the pilot was scoped to tunnel ventilation assets and then moved to full production for ongoing asset management operations, aligning maintenance planning and execution to predictive alerts. Governance was adjusted to route predictive alerts into maintenance work management processes within Maximo Application Suite, creating a single source for asset condition, work orders, and lifecycle records.
The proof of concept demonstrated potential cost and efficiency savings and the solution is now in full production, where IBM Maximo Application Suite continues to serve as the focal Enterprise Asset Management platform for monitoring asset health and informing maintenance decision making.
