In 2023 Tokyo Kiraboshi Financial Group participated in a proof of concept testing engagement using the Japan Open Chain Blockchain. The Japan Open Chain Blockchain was deployed as the Blockchain Platform to validate issuance and remittance of legally compliant stablecoin e money in cooperation with two other Japanese banks.
The technical implementation centered on a fully Ethereum compatible public chain operated by Japanese entities, together with a stablecoin issuance and management system developed by G.U. Technologies. Functional capabilities exercised in the test included on chain stablecoin issuance workflows, token management and lifecycle controls, remittance settlement flows, and wallet and browser support for end to end transaction handling, with emphasis on payment processing speed and legal conformity to domestic fund settlement rules.
Integration work explicitly tied the Japan Open Chain Blockchain testnet and associated tooling into the participating banks testing and production environments, enabling end to end verification of bank issued tokens and B2B remittance flows. Operational coverage was scoped to three domestic banks including Tokyo Kiraboshi Financial Group, with use cases described across domestic and foreign currency settlements, interbusiness remittance, web3 payments including NFT marketplaces, and digital securities trading.
Governance and compliance were prominent in the rollout, with design and controls aligned to Japan's Revised Payment Services Act and domestic fund settlement laws to ensure legally supported issuance by financial institutions. The program framed expected benefits explicitly for issuers and users, including potential increases in deposit balances and settlement fee revenue for banks, reduced remittance costs and faster deposits for users, and simplified integration paths for financial institutions seeking to adopt bank issued stablecoins.
