Deltek Legacy Deltek CostPoint ERP Financial ERP n/a 2016 2017
In 2016, Torch Technologies implemented Deltek CostPoint to serve as its core ERP Financial platform. The deployment established Deltek CostPoint and Deltek Time and Expense as the primary accounting applications supporting the company controller and the entire Accounting Department for a 1000-plus employee government contractor operating out of Huntsville, AL. The implementation and configuration emphasized functional modules for billing, accounts payable, payroll, financial reporting, ESOP and 401k plan administration, and time and expense capture and reconciliation through Deltek Time and Expense. Deltek CostPoint was maintained alongside Microsoft Office Suite based reporting tools to align ledger processing, payroll runs, billing cycles, and statutory reporting with GAAP, IRS, DOL, FAR, and DCAA requirements. Operational governance centered on centralized system administration by the Controller, with the platform used to coordinate all external audits including the annual financial statement audit, DCAA audits, and IRS audits. Workflow controls and compliance checkpoints were embedded in accounting processes to support audit readiness and regulatory adherence across billing, AP, payroll, and financial reporting functions.

The PlanSource Benefits deployment was delivered alongside other HR technology updates including Hyland OnBase and HRSoft, and formed a component of a Talent Management Suite that covered Talent Acquisition, Performance Management, Onboarding, Learning Management and Recognitions. Operational scope extended across HR and security processing and supported a workforce distributed across 11 states and two OCONUS locations, and the HR organization managed recruitment and onboarding of over 1,500 personnel during the program period. Governance changes included formalized digital approval workflows and records keeping applied to personnel action processing and security Visit Access Requests, which reduced manual processing cycles to multi day turnaround times. The HR technology changes also integrated performance management with annual bonus and merit programs and supported audit readiness for DCAA, CPSR, OFCCP and DOL reviews.
