In 2015 the Town of Estill, SC implemented PUBLIQ Accounting Suite as its ERP Financial application. The deployment concentrated on municipal finance needs for a small government with about 20 employees, centralizing accounting, fund management and statutory reporting in the PUBLIQ Accounting Suite.
PUBLIQ Accounting Suite was configured to support fund accounting, management of bank accounts and funds, accounts payable, accounts receivable, bi-weekly payroll processing, monthly credit card reconciliation, expense report audits, accounting adjustments and periodic reporting workflows. Payroll capabilities were implemented to manage bi-weekly payroll, preparation of W-2s, vendor 1099 generation, and the completion of federal and state payroll tax filings including 941, SCROD and SCDEW related processes.
The implementation coexisted with QS/1 for purchase order input and vendor communication workflows, allowing purchase orders to be entered via QS/1 while financial posting, payment processing and bank reconciliations were centralized in PUBLIQ Accounting Suite. End of year routines included production and upload or mailing of IRS forms and consolidation of vendor and employee tax outputs within the system.
Operational governance was centered on the Finance Director who managed bank accounts and funds, vendor payments, accounts payable and receivable, payroll administration, employee onboarding and benefits setup with PEBA, and statutory reporting. Processes were structured around centralized bookkeeping and reconciliation cycles with PUBLIQ Accounting Suite serving as the authoritative ERP Financial ledger for the town.
