In 2021 University Of Alicante contracted to provide structured message content for GVA 112 Avisos, a Mass Notification System supporting public-safety and emergency management in the Valencian region. The engagement established the university as the content authoring and analytical lead for emergency communications within the Plan Vega Renhace Vega Baja pilot.
Work centered on producing a library of standardized emergency messages and templates, and on developing message analysis workflows to align content with regional emergency scenarios. University Of Alicante delivered message sets intended for operational alerting and coordinated public advisories, using category-aligned functional terminology such as templates, distribution lists, and escalation workflows to describe the content scope for GVA 112 Avisos.
Implementation was executed as an in-house applications engagement, with close collaboration with the Generalitat through the Plan Vega Renhace program, emphasizing coordinated content governance and message validation rather than system engineering. The operational scope covered the Vega Baja pilot and Valencian region emergency management stakeholders, and the contracted work commenced in 2021 with delivery and implementation completed in 2023.
