Templates were created from submitted sample bills, then iteratively tested and adjusted to capture usage metadata and indexing values, enabling categorized storage by location on the district file server.
Automated outputs were routed to the board's file server, providing self-service retrieval for operations and other departments and reducing reliance on finance for usage data.
