The implementation focused on capture, workflow routing, approval and posting. ScanSys Invoice processing was configured for digital inbound handling via a central mailbox and bulk scanning into that mailbox, followed by automated workflow routing. The workflow enforces a four eyes principle for approval, records receipt of goods or performance, captures coding information for cost allocation, and moves approved invoices to posting as the final step. Axians delivered the phase one design that prioritized standard software with minimal customization to keep the solution lean and maintenance friendly.
Integration and operational coverage were explicit parts of the design. ScanSys Invoice processing was used alongside Exact Synergy for collaboration and workflow orchestration, and posting was integrated into Exact Globe for financial entry and management reporting. The solution consolidated invoice processing for all missions and sites, covering frontline fire stations and central functions including GHOR, Safety House, Operations, Risk and Crisis Management, and the fire service strategy and policy team, and it standardized processing across the central administration in Alkmaar.
Governance and rollout were phased and process centric, with contracts deferred to a subsequent phase while invoice digitization, authorization and payment became phase one. The governed workflow clarified approval paths and coding, the project was completed on time and within budget, and operational outcomes included fully digital processing, improved control over payment timing, adherence to public money responsibilities, reduced manual work and positive end user feedback.
