In 2020 VicRoads began an Oracle Cloud ERP implementation to consolidate core finance capabilities, executed under a Department of Transport contract running from July 2020 to November 2023 in Melbourne, Victoria. The deployment centered on Oracle Cloud ERP and targeted ERP Financial functions including Fixed Assets, Project Billing, General Ledger, and AR and AP ledgers, with explicit responsibility for chart of accounts configuration and cross validation rules.
The implementation assigned Fixed Asset subject matter expertise to configure asset categories and prepare migration data, while G/L activities included COA configuration, cross validation rule setup, and bank integration. Project Billing and related receivable and payable configuration were included, and reporting and balance sheet reconciliation workflows were covered as part of the ERP Financial scope.
Operational activities encompassed extensive UAT and PVT cycles, data migration, and configuration work performed with business users and senior Oracle resources, supporting VicRoads and MTIA migrations in August and October 2021. The rollout extended to an end to end ERP solution for Registration and Licensing Joint Venture functionality, indicating cross-functional coverage across finance and registration business functions.
Governance and process artifacts were formalized through documentation in Nintex Promapp and Oracle Guided Learning, with UAT and PVT test results and issue tracking recorded in TestRail and Jira. The program included training facilitation and Level 1 support for General Ledger and reporting post migration, and concluded with the roll out of a comprehensive Balance Sheet Reconciliation Framework.

In 2013 VicRoads deployed Oracle Siebel Case Management in a Citizen Engagement context for the Victorian state government. The engagement began in April 2012 and continues to date, executed by a 33 person team using an onshore and offshore delivery model focused on development and sustainment.
The Oracle Siebel Case Management implementation targeted licensing, registration and permit processing, delivering configured case management workflows, intake and routing, document capture and configurable business rules. The solution was built on Siebel Public Sector 8.2 with Oracle 11g and Oracle Fusion components, implementing case lifecycle management and transaction orchestration typical of Citizen Engagement use cases.
The program included a complex integration footprint connecting Oracle Siebel Case Management to multiple legacy systems across vehicle licensing and registration domains, requiring an integration layer and bespoke interfaces to reconcile transactional data flows. Operational coverage aligned with state government business functions in Victoria, consolidating customer service, licensing operations and permit issuance into Siebel-driven workflows.
Governance was organized as a sustained development and support engagement, emphasizing configuration management, ongoing releases and combined onshore offshore teams.
