In 2012, Wagman deployed ConstructConnect SmartBid as its Construction Bidding platform to support corporate estimating and preconstruction activities. The role reporting structure included estimators reporting to the Chief Estimator and providing support to the President and CEO, which positioned the application as a centralized tool for bid management and subcontractor engagement.
ConstructConnect SmartBid was configured to manage bid invitations, centralize document uploads, and track subcontractor responses, reflecting explicit use cases for bid invitation workflows and subcontractor tracking. The implementation supported construction bidding activities such as prepare AIA owner contracts, scope reviews for each trade, constructability review, and maintenance of buyout reports and cost control data, aligning the application with standard Construction Bidding functional terminologies.
Operational integrations and data handoffs were explicit in existing processes, with Timberline used to prepare detailed estimates and Cloud Takeoff used to produce trade takeoffs, and output from the bidding workstreams channeled into accounting upload spreadsheets for the accounting department. Smart Bid Net was used for bid invitations, uploading documents and tracking subcontractors as part of the bidding ecosystem, creating an operational linkage between takeoff, estimating, bidding, and accounting inputs.
Governance and workflow responsibilities were centered on the Chief Estimator and estimating team, with structured activities for evaluating subcontractors based on project specifics, negotiating subcontracts after award, and preparing and maintaining buyout reports for each project. The platform supported the preconstruction and procurement functions by standardizing bid invitation procedures, document control, subcontractor evaluation, and the routine preparation of accounting-ready data for downstream financial processing.

In 2014 Wagman deployed Bluebeam Revu as a Collaboration application to centralize construction document markup and submittal workflows across its project teams. The deployment targeted field and office users including superintendents, project managers, project engineers, and document control staff supporting active construction sites and project offices.
Bluebeam Revu was configured to support creation and markup of RFIs, ASIs, and submittals, and to produce PDF-based meeting minutes, daily reports, and safety documentation. The implementation covered document scanning, indexing, and filing workflows, with Bluebeam Revu used as the primary tool for review and annotation and for assembling submittal packages.
Integrations were implemented with Submittal Exchange for electronic submittal transmission, documents were indexed and coded into On Base, and administrative documents were processed with Microsoft Word and Excel before archival. Scanned copies and indexed records were stored in the company database and in physical file cabinets, creating a combined digital and paper document control flow.
Operationally the implementation affected document control, project management, procurement and safety functions, shifting day to day activities for on site crews and project office administrators. Governance centered on standardized markup and submission procedures for RFIs, ASIs and submittals, plus routine tracking of toolbox talks, daily reports and P Card documentation, with Bluebeam Revu serving as the collaboration layer for project documentation.
