In 2021 West Midlands Fire Service implemented Oracle Cloud ERP, targeting its ERP Financial requirements as part of a broader Digital, Data and Innovation Strategy to deliver mobile access to back-office information and smarter operational decision making. The initiative emphasized a cloud-first, integrated approach to unify finance and HR data to provide a single strategic platform for back-office automation and secure central storage of information.
The deployed solution combined Oracle Cloud ERP with Oracle HCM & Payroll, configured to support core financial management, payroll processing and human capital workflows, and to provide a digital finance and HR platform for unified analysis. The implementation included configuration and prototype cycles to close functional design topics, and the solution was provisioned to a dedicated testing environment before production. Future functional expansion identified during the program includes the adoption of Oracle Talent Management and consideration of Oracle Workforce Health and Safety.
Namos Solutions acted as the systems integrator and delivery partner, providing project management and implementation consultancy. Their delivery approach mobilized governance processes during initiation, ran discovery workshops to map WMFS business processes to Oracle configuration, executed prototype workshops to finalize the solution design, and built the agreed configuration into a testing environment.
Operational coverage focused on back-office finance and HR functions supporting WMFS departments responsible for prevention, protection and frontline response across the West Midlands region, with the platform accessible from any device to enable field and office staff to access required information. Data migration into the production environment was completed as part of the cutover plan, and the project execution included an exhaustive cutover to move WMFS onto the cloud platform.
In just eight months WMFS deployed the integrated cloud platform to provide one centrally managed ERP Financial and HR environment, enabling staff access to real-time data for faster decision making and freeing teams from time-consuming manual tasks. The program established governance and operational workflows to support ongoing data-driven analysis and set a foundation for further innovation across talent management and workforce health and safety capabilities.

In 2021, West Midlands Fire Service implemented Oracle Cloud HCM to consolidate Core HR services across the brigade. The deployment was delivered as a cloud-native, integrated ERP and HCM platform with Oracle as the vendor and Namos Solutions providing project management and implementation consultancy, and it replaced Oracle E-Business Suite HRMS to establish a single strategic platform for HR and payroll.
The solution configuration combined Oracle HCM and Payroll modules with an Oracle ERPM backbone to centralize employee records, payroll processing, and core HR workflows. Oracle Cloud HCM was configured to support mobile access for frontline staff, automated workflow notifications to improve communication between departments, and a single repository to improve data trust and reliability across back-office HR and finance functions.
Namos Solutions led a structured delivery approach including initiation to mobilize governance processes, discovery workshops to define requirements, prototype workshops to finalize solution design, and iterative testing in a sandbox prior to production. The implementation included data migration into the production environment and an exhaustive cutover plan executed to move the service from multiple disparate systems to the new cloud platform, while enabling unified analysis of data from multiple sources.
In just eight months WMFS consolidated several shared digital systems into a single, device-agnostic platform to give staff faster access to information for response, prevention and protection work and to free teams from administrative tasks. Future planned extensions noted in the program include Oracle Talent Management to manage the talent lifecycle and consideration of Oracle Workforce Health and Safety to manage health and safety incidents, reflecting an evolving Core HR roadmap for the brigade.
