In 2018 WSP USA implemented Oracle Cloud ERP as the core of a global ERP Financial initiative under the Horizon Program. The Horizon Program unifies technology and best practices across people and culture, sales, projects, procurement and finance to create a single source of truth and a future ready platform. Oracle Cloud ERP is positioned to support People, Financial and Client management programs across the global organization.
The implementation emphasizes financial modules including general ledger and sub ledgers, fixed asset management, cash management, receivables, payables, payments and automated invoice processing, together with project and procurement capabilities aligned to professional services workflows. The delivery team frames detailed design and configuration work around Fusion in the box capabilities and is accountable for RICEFW items including reports, interfaces, extensions, forms and workflows. Design activities include documenting user stories, sprint level requirements and iterative unit testing to validate delivered capabilities.
Integration and data conversion are core components of the architecture, with the program defining transversal integration points across finance, projects, HR and procurement and specifying data conversion requirements for each sub process. The program follows standard approaches for data conversion, integration, testing and reporting validation and includes data cleansing responsibilities to improve ERP data quality. Unit testing and integration testing are conducted iteratively to confirm capability completeness before production deployment.
Governance is organized through global process leads and regional support SMEs who attend daily scrums and work closely with IT business analysts to translate the global template into the regional statutory and operational end state. The Regional Support SME role is full time from September 2022 to December 2024 and is accountable for sprint prioritization, escalation of design decisions and liaison with the organizational change management team. The structure emphasizes collaborative decision making and continuous input from colleagues with deep domain expertise in professional services finance.
The program explicitly aims to deliver improved insights, better employee experience, enhanced transparency and real time data and analytics through Oracle Cloud ERP and the Horizon Program. WSP USA has an immediate need to fill more than 20 positions including finance subject matter experts to shape the solution and support global rollout, enabling employees to deepen business knowledge while remaining in their current locations.

Oracle Cloud HCM was configured to support standard Core HR capabilities such as employee master data, time and attendance policy enforcement, and absence accrual processing.
Operational ownership and configuration were driven by Global HR subject matter experts based in Morristown New Jersey and the New York City metropolitan area, aligning HR operational processes with the new HCM module. The scope centered on HR business functions responsible for timekeeping, absence management, and HR administration within WSP USA.
Governance activities focused on establishing HR configuration controls, role based access for HR administrators and managers, and formalized approval workflows for time and absence transactions. | SAP | Legacy | SAP Concur Travel | Travel Management | ERP Services and Operations | n/a | 2019 | 2019 |
In 2019, WSP USA implemented SAP Concur Travel. The deployment established a Travel Management solution supporting administrative and business travel processes for WSP USA staff in Georgia and Tennessee, with the Sr. Office Administrator serving as the primary point of contact for Concur in those offices.
Configuration emphasized standard Travel Management capabilities, including travel booking and itinerary management, policy based approval workflows, and expense capture and reporting aligned with corporate travel policy. SAP Concur Travel was provisioned to office administrators and business travelers to centralize travel requests, approvals, and expense submission and to provide a consistent travel record for office finance teams.
Operational coverage focused on the Buckhead, Georgia and Tennessee offices where the Sr. Office Administrator coordinated bookings, assisted users with profile and itinerary issues, and interfaced with finance for expense processing and accounts payable activities. The implementation supported administrative functions such as new hire travel arrangements, project and client travel coordination, and consolidated travel administration for those regional offices.
Governance used a localized support model with the Sr. Office Administrator handling user support, policy enforcement, and liaison duties, with escalation paths into central finance and IT for exceptions. Workflows were configured to enforce role based approvals and standardized travel document and records handling within SAP Concur Travel to maintain consistent Travel Management practices across the covered offices.
