In 2014, WSSC Water implemented Oracle E-Business Suite as its ERP Financial application. The implementation targeted finance and utility operational functions and was part of a broader IT consolidation and analytics enablement effort led by the Division Manager for Innovation and Advanced Analytics.
The Oracle E-Business Suite deployment encompassed multiple Oracle ERP modules alongside Hyperion CIP and Hyperion Financial Planning for CIP and budgeting, with financial reporting and General Ledger capabilities surfaced through OBIEE based analytics. Oracle Utilities components implemented included Work and Asset Management WAM, Mobile Workforce Management MWM, and Customer Care and Billing CCB, with supporting spend analytics and HR dashboards to provide operational and financial visibility.
Architecturally the program combined on-premises engineered systems and application tier consolidation with a hybrid applications posture, consolidating Oracle databases onto Exadata and hosting Oracle ERP and Oracle Utility applications on Exalogic hardware, an effort that the team reported yielded significant cost savings. High availability and disaster recovery were configured using Oracle Data Guard with transparent failover, application hosting on WebLogic 11g in a clustered environment, and integration between WAM and MWM implemented through Oracle AIA PIP patterns based on Oracle SOA.
Governance and operationalization included establishing a data literacy program, implementing self-service analytics for business users, and delivering a BI dashboard strategy that covered strategic, tactical, and operational views. The program also involved designing star schemas in a data warehouse for ad hoc reporting, leading consultant teams for module configuration and upgrades including an upgrade of Oracle E-Business Suite to 12.2.9, and providing ongoing support for Oracle utilities based applications to improve accuracy, transparency, and regulatory compliance.

The job table was populated with structured attributes including EEO, worker's compensation code, FLSA status, and grade to enable consistent grade assignment, reporting, and auditability.
Operational governance aligned the Sr. Compensation Analyst to lead market pricing, job analysis, and consultative compensation services, while the Sr. HRIS Analyst received job table information for system updates and the HRMS Administrator developed requirements to leverage HRMS functionality. Process changes included quarterly intranet updates to the salary schedule, formalized job evaluation and audit processes to ensure federal and state compliance, and embedding compensation workflows into recruitment, classification, and negotiation activities.

In 2017, WSSC Water implemented Oracle Utilities Work and Asset Management (WAM) as its Enterprise Asset Management platform. The deployment at WSSC Water in Laurel, MD was scoped to support meter device operations and field workforce orchestration across utility operations.
The implementation included Oracle Utilities Work and Asset Management-Operational Device Management WAM-ODM version 2.2 for meter inventory and operational device lifecycle management, and Oracle Utilities Mobile Workforce Management MWM 2.3 to support field services dispatch and work execution. Oracle Utilities Work and Asset Management was configured to manage work management processes, asset hierarchies, and operational device registration consistent with Enterprise Asset Management functional workflows.
Origin partnered on the Customer to Meter C2M effort, delivering the first U.S. Customer to Meter C2M implementation with a cutover in July 2019, and the deployment represented the largest North American C2M cutover at that time. Operational coverage emphasized meter operations and field services, aligning WAM and MWM capabilities to support device management, field dispatch, and customer meter linkage workflows.
