In 2021 TVM Verzekeringen developed the application Bumper for Insurance Claims Management to streamline claims handling for transport companies and their fleet managers. Bumper was built on the Mendix low-code platform and is positioned as a mobile web application and fleet manager dashboard that supports drivers and back office users across TVM member fleets. The rollout targeted transport sector members and is used by more than 200 fleet managers according to TVM communications.
Bumper includes distinct functional modules for driver damage capture and fleet manager case management, covering single and double sided vehicle damage, damage to work equipment, and third party property. The application design prioritised first time right data capture with pre filled vehicle information and a simplified workflow that removes the need for separate driver login. Development was completed over six months by a multidisciplinary team that included three senior Mendix developers, a tester, a UX designer, and a product owner, using three week sprint cycles and Mendix drag and drop components for rapid iteration.
Operational workflow integration is explicit, drivers report incidents by phone and receive a link to the Bumper web environment, the fleet manager receives the completed damage report and can either forward it to the insurer or resolve it internally. Data ownership rules were implemented so that damage records not forwarded to TVM remain under the sole control of the fleet manager, TVM only receives claim data when a fleet manager actively forwards a case. TVM has stated plans to enrich damage registration data with external data sources such as weather and traffic information and to develop a benchmarking tool for members in future releases.
Governance and validation were member centric, TVM leveraged cooperative member involvement to validate features and maintain a strong usability focus throughout iterative development. The Mendix platform was used to accelerate feedback cycles and continuous improvement while preserving security and governance around who can submit and forward claim records. The implementation emphasises simplified driver interaction, fleet manager control of data, and analytic enrichment of claim records for pattern insight without automatic insurer access to all incident data.
