In 2016 Action Logement implemented Sopra IKOS Real Estate as its Real Estate Property Management application to support large scale social landlord and intermediate housing operations. The deployment was associated with the SERVICE MANAGER GIE Action Logement office in Levallois-Perret and targeted administration of more than 80,000 housing units, supporting the corporate management committees of Astrimmo and client relationships with France Habitation and Ogif.
Sopra IKOS Real Estate was configured to manage Financial Management, Rental Management, document management GED and an extranet channel, alongside a dedicated development cell of six staff. The implementation included annual maintenance and development cycles, versioning and regulatory and safety constraint controls, and the establishment and monitoring of dashboards as performance indicators such as deadline adherence, manager skill progression and service quality metrics.
The technical environment and integrations included ERP IKOS from Sopra Steria alongside Salvia, Aramis, Mega, Compléo, a DB2 SQL database layer and PHP components, reflecting a multi-system application landscape. These systems were used to support transactional processing, document flows and the extranet interfaces between Action Logement, software publishers and external service providers.
Governance and delivery were structured with periodic meetings, Agile practices, ITIL and V-cycle process elements, proactive alerting and structured testing and integration phases. Integrations and operational touch points were explicitly oriented to internal estate and support teams, including coordination with the Economist of Contracts and Estate Management, the IT service, and maintenance agents référents, and external collaboration on specific dossiers such as the fiber optic follow up carried out with Orange. The solution was used to manage on call rosters and technical assistance processes with the Citédia agency, and to centralize communications related to post, phone, email, and messages within the property management workflow.
Governance and process changes centered on formalizing invoice routing, instituting standardized work order control procedures, maintaining centralized dashboards and databases for reporting, and embedding call for tender and contract amendment workflows into the application.
