In 2013, AgeSpan implemented Gallup Q12 to establish a formal employee engagement measurement program within its Employee Engagement efforts. The Gallup Q12 application was deployed to administer engagement surveys, generate engagement analytics, and drive structured action planning consistent with Employee Engagement platform capabilities.
The deployment accompanied a broader centralization of talent management into a single HR function, moving responsibility for recruitment, performance and compensation under HR leadership. Centralization is documented to have produced a 25% improvement in productivity among agency middle managers, and the HR team administering these activities was a six person function.
Concurrently AgeSpan implemented a full ADP HRIS system, which improved data management, reporting and time card processing. Gallup Q12 operated alongside the ADP HRIS and the centralized HR processes to surface engagement insights for managers and HR practitioners, supporting operational reporting and workforce administration.
Governance and policy changes were enacted in parallel, including creation of a new employee handbook, implementation of a market based compensation structure with grades, and a board approved service bridging policy that expanded bridging of service for interns and other agencies. The governance work and engagement program coincided with a merger that created a $100 million agency with approximately 500 employees and contributed to a 15% increase in staffing.
