In 2019 Aozora Bank implemented ConsenSys Quorum as its Blockchain Platform and joined JP Morgan’s Interbank Information Network. The implementation used ConsenSys Quorum as a permissioned, enterprise Ethereum variant aligned with the IIN design, positioning Aozora Bank for consortium-based secure messaging and data exchange rather than a public ledger approach.
Configuration work focused on permissioned ledger nodes and privacy controls typical of ConsenSys Quorum deployments, including private transaction handling, smart contract templates for data modelling, and secure document file transfer and messaging capabilities referenced in the IIN context. These functional modules were provisioned to support multi-party compliance workflows and structured exchange of payment-related data.
Operational integration emphasized correspondent banking and payments compliance channels, linking Quorum node endpoints to the bank’s payments and compliance workflows. Participation covered international payment messaging via the IIN permissioned network and included both domestic and foreign payment data paths consistent with IIN production timelines.
Governance and rollout followed a consortium permissioned model, with role based access controls and shared governance at the IIN level, and a staged production timetable that aligned with IIN going into production in the third quarter of 2019. The implementation adopted simultaneous multi-party request and response workflows for compliance queries, a pattern explicitly promoted by IIN to reduce payment resolution delays.
