In 2012, Arlington County Government implemented Oracle E-Business Suite as its core ERP Financial application. The engagement focused on an Oracle Financials R12 upgrade and lifecycle activities to establish a unified procure-to-pay and general ledger platform across county departments.
The Oracle E-Business Suite deployment covered functional modules including iProcurement, Purchasing, iSupplier, iExpense, iSourcing, Accounts Payable and General Ledger. Functional activities centered on configuring and implementing new R12 functionality, modifying applications to meet business requirements, documenting requirements and functional design artifacts, and executing unit, regression, functional integration and user acceptance testing. A formal test plan and test cases were created and executed specifically for the P2P R12 upgrade, and report outcomes were compared between 11i and R12 as part of data validation prior to go live.
Operational tooling and support workflows were established using Noetix reporting for operational reports, Toad for SQL troubleshooting and Cherwell for help desk ticketing, with Oracle Service Requests raised to Oracle on Demand as needed. Production support and business owner liaison work covered iProcurement, Purchasing, iSupplier, iExpense, iSourcing, AP and GL models, and an integrated DataLoad program was developed to close 3,500 outstanding purchase orders, clearing more than 3 million dollars in encumbered funds.
Governance and process work included leading Fit Gap analysis sessions with stakeholders, documenting enhancements and test results, and creating training materials and User Productivity Kit self-training courseware. A training program and user procedures were rolled out to county staff to align business processes with system applications, which increased efficiency and reduced the number of errors generated for purchase order and requisition tickets.
