Microsoft Legacy Microsoft Dynamics GP ERP Financial ERP n/a 2015 2015
In 2015, Battery Park City Authority implemented Microsoft Dynamics GP as its ERP Financial application to support core accounting functions. The MIS director led teams responsible for installing and maintaining Microsoft Dynamics GP, managing a six person MIS department while also administering the MIS operating and capital budgets for technology projects. The deployment focused on functional accounting capabilities, the Microsoft Dynamics GP implementation was configured for general ledger, accounts payable, accounts receivable, and fixed asset management to support month end close and transactional financial workflows. The MIS organization retained responsibility for application optimization, issue resolution, user support, and maintenance of service level agreements for the Microsoft Dynamics GP environment. Architecturally, the authority operated Microsoft Dynamics GP within an on premise VMware environment while planning a roadmap to advance migration of existing VMware infrastructure to Microsoft Azure cloud, and the MIS team conducted architecture reviews to identify project requirements and costs. Disaster recovery and business continuity planning, and an appropriate backup system for core applications including Microsoft Dynamics GP were implemented and tested as part of operational readiness activities. Governance practices around the Microsoft Dynamics GP implementation included vendor management and procurement administered per applicable laws and procurement guidelines, internal audits of IT operations, maintenance of a risk register and compliance controls addressing SOX and PCI considerations, and quarterly cybersecurity audits coordinated with the New York State CISO. The program aligned with HR for staff development, timesheet and performance management, and measured application performance against documented service level agreements.

The ADP Total Absence Management implementation focused on absence administration modules including time off accrual processing, case management for multiple leave types, and compliance workflows for federal, state and local leave entitlements. The deployment integrated with ADP Workforce Now and was coordinated with ADP’s Total Absence Management team and Lincoln Financial Group to align leave administration and benefits counseling. The HR organization also planned to implement and manage a learning management system through ADP, and operational coverage included workers’ compensation tracking, mandatory OSHA reporting coordination, and administration touchpoints for state retirement and 457b plans as documented in HR responsibilities. Governance and workflow restructuring placed responsibility with the Vice President of Human Resources and the Human Resources Manager to manage vendor relationships, conduct annual compliance reporting including ACA responsibilities, coach managers on employee counseling and discipline, and produce standard operating procedures for leave administration. Rollout practices emphasized case resolution workflows, vendor coordination for enrollment and leave guidance, and mapping of absence cases to HR and safety processes.
