In 2015, Bayside Council migrated from CHRIS 21 to Frontier Software iChris for Core HR. The implementation targeted the council's human resources operations across the organization, supporting a 650 employee workforce in an Australian local government environment.
Configuration concentrated on improved employee demographic capture and reporting capabilities, enabling automated Quarterly and Yearly human resources measurements. Frontier Software iChris was used to centralize EEO data, performance management workflows, onboarding and induction processes, and learning and development records to align with the Council's EEO Management Plan and graduate and leadership programs.
Operational outputs from the system include three Quarterly Reports and one Yearly Report that are tabled at the Executive Committee to measure inclusion and diversity statistics and improvements. The HR application supported workforce planning and recruitment tracking for initiatives such as the Friendly Nation partnership and the graduate program, while also underpinning staff recognition and anti bullying training delivery.
Governance changes emphasized scheduled reporting and the integration of performance planning into regular HR processes, with the Performance Planning and Review System redesigned in tandem with the iChris deployment. Council reported that the upgrade to Frontier Software iChris substantially improved the collection of culturally diverse workforce data, and the platform became the primary system for EEO reporting and for administering induction, learning and leadership development programs.

The TechnologyOne OneCouncil SaaS ERP deployment centralized core financial management capabilities, with configuration focused on general ledger control, accounts payable and receivable workflows, and embedded reconciliation processes. Reconciliation procedures were operationalized within the OneCouncil environment to provide a single system of record for council financials.
Integrations explicitly include the ichris payroll system for payroll processing and data exchange, with the deployment covering council wide financial management and payroll operations. The SaaS architecture of OneCouncil provided a unified application layer to host financial modules and transactional controls for multiple departments.
Governance was restructured to place financial management control within the TechnologyOne environment, consolidating reconciliation and control processes into standardised workflows. All financial management is now controlled in this environment and reconciliation processes are embedded, reflecting a consolidation of systems and procedural centralization under the Government ERP implementation.
