Governance and operational planning addressed cost and process tradeoffs, noting that high upfront instrumentation costs and ongoing cloud storage expenses affect scope and rollout. Operational governance instituted human in the loop validation for anomaly handling and structured inspection cadences using Spot as the primary data collection mechanism.
