In 2016, California Resources implemented Oracle Cloud HCM Absence Management as part of a broader HR migration from PeopleSoft to Oracle Cloud HCM that included Core HR, Payroll, Benefits, Absence Management and Talent Management. Oracle Cloud HCM Absence Management was deployed in the Absence and Leave Management category to standardize leave entitlements, time off request processing, and approval workflows across HR and payroll functions.
Configuration work concentrated on absence policy definition, accrual and calculation engines, multi-tier approval routing, manager and employee self-service, and absence reporting for compliance and operational visibility. The Oracle Cloud HCM Absence Management implementation was aligned with the organization’s Payroll and Benefits modules to automate deductions and benefits eligibility checks triggered by absence events.
Governance and rollout were executed under an institutionalized PMO and project portfolio management practice, the PMO center of excellence used the Daptiv PPM tool and ran PPM training programs to onboard HR and IT stakeholders. IT and Business Intelligence teams were engaged to provide scheduling, resourcing and knowledge transfer, ensuring operational handover and steady-state support for absence lifecycle operations.
The absence rollout leveraged enterprise BI and data platform workstreams to enable accurate reporting and record retention, complementing parallel initiatives that implemented Snowflake for high-computation analytics and IBM FileNet for enterprise document repository. The program-level execution produced explicit, reported benefits to project delivery and scheduling, including a 15 percent improvement in scheduling efficiency and a 96 percent on-time, on-budget project delivery rate.
