The program adopted phased sequencing by module to minimize operational disruption, with stabilization windows after each upgrade phase. Governance practices included formal change control, cutover planning tied to payroll and financial periods, and targeted validation of DVBE, SB and MB subcontractor reporting to support compliance requirements. The Oracle PeopleSoft ERP deployment supported CalPERS finance, procurement, human resources and payroll business functions, consolidating Financials, FSCM, HCM and Time and Labor within a unified ERP Financial environment.
