In 2012, CalPERS implemented Oracle PeopleSoft ERP. The initiative focused on core ERP Financial capabilities and a coordinated series of PeopleSoft module upgrades and implementations.
Work included PeopleSoft FSCM upgrade from 9.1 to 9.2, extension of PeopleSoft FSCM functionality to support DVBE, SB and MB subcontractor reporting, a PeopleSoft HCM upgrade from 8.9 to 9.1, a PeopleSoft Time and Labor implementation at 9.1, and a PeopleSoft Financials upgrade from 8.8 to 9.1. These module upgrades were executed within the Oracle PeopleSoft ERP footprint to align procurement, accounts payable, general ledger, payroll and time capture workflows, with configuration emphasis on FSCM procurement and subcontractor reporting capabilities.
CalPERS designed and implemented a High Availability Architecture for PeopleSoft to increase resilience across application and database tiers. The HA design emphasized application server clustering, database failover and load distribution to preserve availability for PeopleSoft HCM, Time and Labor, and Financials during critical payroll and financial processing windows.
The program adopted phased sequencing by module to minimize operational disruption, with stabilization windows after each upgrade phase. Governance practices included formal change control, cutover planning tied to payroll and financial periods, and targeted validation of DVBE, SB and MB subcontractor reporting to support compliance requirements.
The Oracle PeopleSoft ERP deployment supported CalPERS finance, procurement, human resources and payroll business functions, consolidating Financials, FSCM, HCM and Time and Labor within a unified ERP Financial environment.
