Rollout governance was executed as a full transition beginning July 2023 across the municipal meter population, with operational scope covering utility billing, customer service and field operations. By January 2024 billed consumption and billing-cycle times had returned to pre-crisis levels, which improved customer service responsiveness and reduced overtime, and the program is documented as recovering lost revenue for the municipality.
