In 2014 the Government of the Canary Islands deployed Indra iSafety Dispatch at the Municipal Emergency Center of Las Palmas de Gran Canaria, Cemelpa, as a Computer Aided Dispatch platform to centralize emergency reception and resource coordination. The start-up budget for Cemelpa was 1,211,000 euros and Indra was contracted to equip the operations room and deliver the iSafety platform that drives coordinated action across municipal services and emergency responders. Indra iSafety Dispatch was implemented with a suite of integrated modules and capabilities, including warning systems, coordination and control, response and dispatch workflows, resource monitoring and vehicle location systems, geographic information, recording and communications integration. The operations room was provisioned with a large format 3 by 3 videowall and dedicated work positions for Municipal Police, Civil Protection and Firefighters, along with a crisis room for commanders to plan and supervise major incidents. The deployment integrated real time feeds from city traffic and security cameras, smart city sensors and citizen attention points, and linked with the regional emergency number service 112 for call handling and escalation. Communications resilience was addressed through TETRA radio terminal integration across vehicles and personnel, and the program included fibre optic and IP video infrastructure to support high bandwidth video and sensor telemetry into the dispatch platform. Operational scope covered municipal emergency management and wider municipal service monitoring, with Cemelpa set up to coordinate Police, Fire and Civil Protection in day to day incidents and mass events such as the city carnival. Governance and workflow adjustments established a Technical Unit of Security and Emergencies and a Coordination Centre structure to activate the Municipal Emergency Plan, and the solution is described as providing intelligent support to citizen demand intake and coordinated multiagency responses.
