In 2008, Canadian Forces Morale and Welfare Services implemented Oracle PeopleSoft Absence Management as a component of its single, integrated PeopleSoft HRMS. Oracle PeopleSoft Absence Management is classified under Absence and Leave Management and was deployed to support leave recording and entitlement across regular, reserve and civilian employee populations within the CF environment.
The implementation configured leave tracking to maintain records of leave earned and used, and linked absence data into broader Civilian Pay processes for pay and benefits and leave administration. The deployment leveraged core PeopleSoft HR data structures for Position Management and Personnel Administration, maintaining position, classification, service history, rank and duty location attributes to ensure absence ties to staffing and assignment workflows.
Operationally the Oracle PeopleSoft Absence Management instance was integrated with the broader PeopleSoft HRMS and exposed to users via the Employee Member Access Application EMAA and local Enterprise User channels, enabling serving Regular Force personnel to request Personal Record Reviews and to view their HR and absence information. The system supported downstream HR functions described in the HRMS, including staffing, recruitment, employment equity tracking, financial and education benefits, health and safety program data, and time away from home records.
Governance and operational controls reflected military and civilian distinctions, with local Enterprise Users authorized to issue PRR outputs and rules that records of members released from the CF are not subject to amendment. Position Management and Personnel Administration workflows were used to coordinate clearance, classification and staffing processes, aligning absence data with workforce and assignment planning.
