In 2018, Cigna Singapore implemented Oracle E-Business Suite to consolidate its finance and accounts operations as an ERP Financial platform. The deployment supported localizing Australia and Singapore accounting functions that had previously been managed from US and Glasgow offices, with configuration work taking place in the Singapore office to enable regional financial control and reporting.
Oracle E-Business Suite was provisioned alongside Hyperion Financial Management HFM and TOAD tooling, with configuration focused on month end close, account reconciliations, statutory reporting, GST and tax filing, and audited report generation. Functional work included establishing financial close workflows, clearing legacy reconciliation items, and supporting quarterly reporting to the Board, reflecting core ERP Financial capabilities for general ledger, financial close, and reporting.
The implementation involved cross-site technical coordination, working closely with US IT staff and Hong Kong shared service IT, and collaboration with the global team on the upgrade path from Oracle 11i to R12. Operational integration scope included reconciling premium numbers in MOR by client group and addressing gaps where transaction entries were not interfaced due to operational lapses or system limitations, requiring report requests and remediation actions with operations teams.
Governance and process reshaping accompanied the roll out, with finance ownership for month end close, reconciliation remediation, and responses to country managers and senior management on fluctuations in financials. The implementation emphasized establishing repeatable close and reporting controls within Oracle E-Business Suite to support ongoing statutory compliance and board-level reporting.

In 2019, Cigna Singapore implemented Workday HCM to centralize Core HR for its Singapore operation and the connected Australia business unit. The deployment used Workday HCM cloud capabilities to establish a single system of record for position management, headcount reporting and HR transactions, supporting an approximately 100 person workforce and reporting into the CEOs and the Regional HR Director.
Workday HCM was configured to deliver core operational modules and people processes including Position Management, headcount reporting, HRG transactions, talent acquisition, performance management, compensation and benefits, learning and development, organizational development, reward and recognition, talent review and succession planning, and HR metrics and management reporting. Configuration emphasized business process automation for employee relations and performance improvement planning to align day to day HR operations with local regulatory requirements.
Operational scope included cross functional HR business partnering and a close operational relationship with Finance for HR budget planning and forecasting and ongoing monitoring of budget execution, leveraging Workday HCM headcount and compensation data to inform financial planning. The implementation supported HR’s role in workforce planning, retention and staff engagement across Singapore and the Australian unit, and enabled country level reporting to international market functional stakeholders.
Governance and rollout practices established country level process ownership, formalized change management to drive adoption, and codified procedures for position control, HR transaction processing and succession planning within Workday HCM. The system was positioned as the authoritative source for HR reporting, compliance with local policies and external regulations, and for structured communication between country leadership and regional HR functions.

In 2017, Cigna Singapore implemented OpenText TeamSite to manage content on its public corporate website. OpenText TeamSite is used as the primary Web Content Management application for the site.
The deployment focuses on standard Web Content Management functional modules, including web authoring and templating, content staging and publishing workflows, and digital asset management alignment for images and documents. Configuration emphasizes structured templates and role-based workflow to support frequent marketing updates and compliance review. The implementation uses site-level publishing pipelines to separate authoring, staging, and production content lifecycles.
Operational ownership rests with the Singapore marketing and digital communications teams, who use OpenText TeamSite to orchestrate content creation, approvals, and publish schedules for the regional web presence. Governance was organized around editorial workflows and access controls to enforce content review and regulatory controls. For a corporate web deployment of this scale the architecture is focused on web-facing content delivery and managed content lifecycles rather than broad enterprise content services.
