In 2015 City of Alachua, FL implemented BS&A Online as its Government ERP to centralize municipal human resources and payroll functions. The deployment targeted full HR management including payroll processing for approximately 125 employees, and the BS&A Online Government ERP was positioned to support personnel administration across City Commission staff, public utilities, and law enforcement roles subject to collective bargaining unit agreements.
The implementation focused on HR and Payroll module configuration within BS&A Online, with responsibility for module set up, troubleshooting, and ongoing optimization assigned to internal HR leadership who served on the selection committee. Functional capabilities implemented included employee records management, payroll processing workflows, and compensation plan maintenance, with the maintenance of the Compensation Plan documented as part of the application governance process and used to establish salary ranges and reevaluation procedures for positions.
Concurrently the City selected and deployed Kronos Workforce Ready for time and attendance and workforce management, with the same project leadership responsible for selection, set up, implementation, and operational troubleshooting. Operational coverage for the combined BS&A Online and Kronos efforts encompassed municipal HR operations for the City of Alachua, covering municipal departments such as utilities and public safety, with workforce administration and payroll processing coordinated across those functions.
Governance changes included formalized compensation plan maintenance and a process requiring presentations to and adoption by City Commission for final approval of pay ranges and position changes. The project owner also developed and implemented an Electric Training Plan that documents training and pay progression for nonexempt Electric utility positions, an initiative that the City reported resulted in increased employee engagement and retention, and received a commendation for revising the Personnel Policies and Procedures Manual and associated local ordinances to ensure regulatory compliance.
