In 2023, the City of Burlington engaged a management consultant to perform an Implementation Readiness Review for its Workday Financial Management deployment, categorized as ERP Financial. The review evaluated project status after more than a year of activity and focused on the project team’s preparations and readiness for implementation.
The City is adopting Workday Financial Management alongside Workday Human Capital Management, with configurations expected to cover core financials such as general ledger, accounts payable, accounts receivable, procurement, fixed assets, and financial reporting and controls that are typical of ERP Financial implementations. Workday Financial Management implementation planning emphasized alignment between finance processes and Human Capital Management workflows to support municipal payroll accounting and cost allocation.
Between July 2023 and September 2023 the consultant engaged key project stakeholders and team members, and reviewed project and resourcing planning for completeness and deliverability. The final report documented key findings, assessed issues and risks facing the project, and provided actionable recommendations to support governance decisions, resource adjustments, and go-live readiness.
Operational coverage was centered on municipal finance and HR functions across City of Burlington departments, with direct implications for financial close, procure-to-pay, budgeting, and payroll reconciliation processes. The assessment framed required workflow restructures and governance touchpoints to position Workday Financial Management for a controlled rollout and sustained operational governance.

In 2023 City of Burlington implemented Workday Absence Management as part of its broader Workday program, which reached Core HCM and Payroll go-live in February 2024. The implementation targeted Absence and Leave Management to centralize time off and leave tracking within the Workday tenant and to align absence rules with payroll and timekeeping workflows.
The deployment included configuration and prototype cycles using a two-in-a-box approach and collaboration with an implementation partner for the initial tenant build. Functional modules and capabilities implemented alongside Workday Absence Management included Core HCM, Core Compensation, Advanced Compensation, Time and Attendance, Organizational Management, Position and Job Architecture, business process workflows, security permission administration, and reporting and analytics.
Operational coverage spanned HR and Payroll business functions for the City of Burlington workforce, with implementation activities grounded in the municipal HRIS operating context and supporting approximately 1150 employees in Burlington Ontario Canada. The Workday Absence Management configuration was integrated into timekeeping and payroll validation processes and fed reporting and analytics used for data validation and governance.
Governance and rollout followed a structured project roadmap that included planning with statement of work validation and discovery workshops, workbook design, configuration and prototype, data validation, and extensive testing including unit testing, end to end testing, regression testing, and parallel pay testing. Training and change management were delivered through job aid documentation, training materials, and HCM roadshows, with an HRIS Business Operations Specialist serving as subject matter expert for Absence Management and related HCM workflows.

In 2021 the City of Burlington implemented DocuSign eSignature as a Digital Signing capability on its public website. The deployment embeds DocuSign eSignature into citizen-facing online workflows to capture legally binding electronic signatures, surface signer authentication flows, and preserve tamper-evident audit trails and signature certificates. The configuration emphasizes web-based document signing, consent capture, and secure record retention consistent with Digital Signing functional practices.
Operationally the implementation centralizes signature capture for municipal online transactions and form submissions on the city website rather than paper-first processes. Governance focus is on signature validation, consent and disclosure workflows, and records management policies, with DocuSign eSignature providing transaction history and certificate generation to support municipal compliance and retention requirements. The City of Burlington uses embedded signing components from DocuSign eSignature to present inline signing flows on web pages while maintaining auditable, tamper-evident records.
