In 2015 City of Chandler, TX implemented OpenGov STW ERP, with the production cutover executed in January 2016. The deployment replaced Intuit QuickBooks Online and centralized municipal financial management under a Government ERP to support the city finance function and the October 2016 payroll conversion. The implementation emphasized governmental accounting functionality, including fund and ledger structures and the payroll module within OpenGov STW ERP. Numerous adjusting journal entries were required to bring months of 2015 into STW, and the payroll module go live in October 2016 generated additional adjustments in October and November 2016. Data migration from Intuit QuickBooks Online involved manual reconciliation and a substantial volume of correcting journal entries during the fiscal year ending September 30, 2016, exposing operational dependence on accounting staff knowledge of governmental accounting and STW. Operational ownership resided with the city accounting department, with finance and payroll processes directly impacted during the roll forward and audit reconciliation activities. Governance actions noted by management included additional training and increased oversight for complex accounting transactions, and a plan to engage Gollob Morgan Peddy for future complex entries. Management reported that the STW learning curve is largely complete and that future audits should show fewer incorrect journal entries except for the expected spike related to the payroll system changeover in October and November 2016.
