Workstreams centered on configuring procurement workflow automation, vendor master data governance, and consolidated financial reporting consistent with ERP Financial functional patterns. CGI Advantage Financial Management was configured to support procurement request routing, vendor onboarding workflows, and consolidated procurement reporting to enable centralized oversight and facilitate reporting and data analysis. Governance for the rollout was directed through a city steering committee where senior procurement leadership participated in strategic technical decision making for the procurement and vendor modules. Operational ownership rested with a centralized procurement office serving a metropolitan population of nearly 2 million, a 20 person centralized procurement team and supervising buyers who coordinated adoption across departments including Enterprise Technology Solutions, Police, Fire, City Facilities and the Duke Energy Convention Center. A related task workflow system was designed and implemented to increase transparency and efficiency in procurement operations, and those workflow improvements informed configuration choices within CGI Advantage Financial Management. The combined effort integrated process redesign, data analysis and procurement governance with the ERP Financial deployment.

Operational coverage included functional and technical management of recruiting systems, where the HR team coordinated with NEOGOV, AutoGOJA, and Biddle to ensure recruiting data and processes supported benefits eligibility and onboarding workflows. Data validation sessions were conducted and interactive dashboards were created to surface current state data quality, enabling targeted remediation of benefits and payroll data prior to go live. Governance and rollout were led from the Shared Services area of Central Human Resources, with responsibilities that included system testing, implementing pay and personnel changes, and managing ongoing configuration. The program also included development of professional development courses for HR liaisons, embedding process and workflow changes into citywide HR operations and establishing ongoing data validation and training practices.
