In 2011, the City of Indianapolis launched a $16 million, three-year program to deploy Oracle PeopleSoft ERP as an ERP Financial system across Indianapolis and Marion County government operations. The initiative is scoped to consolidate a 30-year-old mainframe-based back-office environment and hundreds of Microsoft Access and Excel shadow systems into a single enterprise application platform, centralizing transactional data and administrative processes.
The Oracle PeopleSoft ERP implementation targets core ERP Financial modules including financial accounting, procurement, human resources and payroll, all driven by a common data repository. Project governance emphasized a vanilla configuration approach to limit technical complexity and preserve the option for later functional extensions, with requirements and business process redesign front and center to drive adoption of standardized workflows and automation aligned with public sector accounting and payroll practices.
Operational coverage is enterprise wide, unifying payroll, HR, order management and procurement workflows for the consolidated city and county entity, and reducing fragmentation caused by departmental point solutions. The implementation plan documented nearly 5,000 business requirements to create clear functional scope and to guide integration points between existing administrative processes and the new PeopleSoft application.
Zanett Inc. was selected as the systems integrator to provide implementation services and local consulting resources, while Oracle and Zanett provide training for internal staff. A cross-stakeholder change management team was established and the project used guidance from the Government Finance Officers Association to shape organizational readiness, training, and transition governance for elected officials and operational departments.
Expected outcomes were stated as improved business processes, greater data availability and long-term technology cost savings if the program proceeds as planned, while the team explicitly positioned the program to avoid the technical complexity that has caused some other government ERP efforts to falter.

Functionally the UKG Workforce Central TeleStaff for Public Safety implementation centers on workforce scheduling, time and attendance capture, automated staffing and shift assignment, overtime control and compliance reporting, and employee self service for shift preferences and notifications. UKG Workforce Central TeleStaff for Public Safety was used to enforce public safety staffing rules and to standardize scheduling workflows, aligning the Workforce Management application to duty roster management and labor policy enforcement.
Operational scope covered the Department of Public Works and existing fire department TeleStaff usage, extending standardized scheduling governance across impacted municipal business functions such as rostering, duty assignment, and compliance monitoring. Governance adjustments included centralized scheduling rules, standardized shift assignment processes, and operational controls for overtime and staffing compliance, consistent with the stated objectives to reduce compliance risk and improve productivity.
