Operational coverage extended to all city departments with HR retaining centralized ownership of classification and compensation activities. The HR team used NEOGOV HRIS to coordinate job evaluations, classification studies, market salary research, and interactions with outside vendors who conduct salary and classification studies, and to collect and maintain organizational charts, vacancy lists, and staffing data used in recruitment and interview processes. Governance and process controls were formalized through system-backed practices for assigning and documenting EEO codes and FLSA categories, maintaining confidential personnel records, and delivering training and policy interpretation to managers and staff. NEOGOV HRIS supported routine records maintenance, ad-hoc reporting for council and executive requests, and served as the operational hub for HR tasks such as staffing backups, compliance activities, and city-wide HR event coordination.
