In 2018 the City of Roseville implemented Oracle Cloud ERP as its core ERP Financial system, delivering a cloud-hosted platform to centralize municipal financial and project accounting processes. The implementation targeted enterprise financial management across city departments and supported municipal finance staff within an organization of approximately 1,100 employees.
Configuration and functional coverage centered on the Financial modules and the Project module, with the Enterprise Resources Planning Analyst serving as the subject matter expert for module configuration, end-user support, and testing. The analyst led requirements gathering, solution design, and validation for recording novel or complex transactions in Oracle Cloud ERP, and configured ledgers, transaction posting rules, and project cost capture workflows consistent with public sector accounting practices.
Operational governance emphasized SME-driven change control, formal testing cycles, and ongoing end-user support to sustain accurate fiscal postings and project accounting. The deployment established role-based operational ownership within finance and project accounting, and the Enterprise Resources Planning Analyst institutionalized processes to translate municipal requirements into Oracle Cloud ERP configuration, test cases, and support documentation.

| WorkForce Software | Legacy | WorkForce Absence and Leave | Absence and Leave Management | HCM | n/a | 2006 | 2006 |
In 2006, City of Roseville decided to implement WorkForce Absence and Leave as its Absence and Leave Management solution to consolidate disparate manual time and attendance processes across municipal departments. Implementation proceeded with a phased, department-by-department rollout beginning in May 2008 and completing in October, with a parallel emphasis on configuration, report writing, and staff training to build internal administration capability. The city upgraded its EmpCenter Time & Attendance deployment from version 6.4 to 9.2 to enable additional modules and functionality.
WorkForce Absence and Leave was configured alongside EmpCenter Time & Attendance modules and planned extensions such as Absence Compliance Tracker, Advanced Scheduler, and Analytics to address complex leave rules and nonstandard shift patterns. Functional capabilities implemented include web-based time capture and timesheets, automated absence management and intermittent leave tracking, secondary labor capture for project and developer billing, and schedule management for 9/80, 4/10, flex 40, 24-hour, 12-hour, and 3/11–4/11 schedules. The configuration and report-writing focus was intended to make the city self-sufficient for future changes and upgrades.
The deployment consolidated departmental time entry and integrated time capture into the city’s internal billing and project cost tracking processes, enabling monthly billing for secondary labor previously billed quarterly. Operational coverage extended across payroll and HR administration, public safety units including police and fire, utilities such as water and wastewater treatment, and public works and power plant operations. The solution provided real-time visibility into accrual balances and absence impacts on schedules, supporting compliance with federal and California leave laws.
Governance changes included centralized configuration ownership by payroll and HR, intensive training to internalize report writing and system administration, and process reengineering to eliminate duplicate data entry and streamline approval workflows. The city used a phased rollout approach to manage change and validate configurations against diverse collective bargaining and regulatory requirements. Payroll procedures shifted to leverage automated time feeds, reducing manual correction workflows and moving secondary labor billing to a more timely monthly cycle.
Explicit outcomes reported by the city include annualized average benefits of $516,000, increased cost recovery of $2.5 million in billed secondary labor over five years, and a discounted five-year benefit total of $2.17 million. IDC calculated an investment (discounted) of $0.62 million, producing a five-year ROI of 253% and a payback period of 8.8 months. Operationally, the solution reduced payroll processing and administrative effort, recovering hundreds of staff hours across payroll, HR, and scheduling functions while improving auditability and compliance.
